Central Ohio VA Health Care System is seeking a RN Assistant Nurse Manager for Primary Care. Duty location is the Newark Community Based Outpatient CBOC. The RN Assistant Nurse Manager (ANM)/CBOC Manager, focus is on leadership in strategically planning long-term goals for the microsystem (unit, team, or workgroup) that impacts operations or resources. S/he demonstrates collaboration by using the group process to solve problems Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Preferred Qualifications/Experience: Candidate should have at least 3 years of Nursing experience One year experience in PACT nursing model. Leadership experience is preferred. BSN or higher BLS/ACLS Requirements: Current certification in BLS is required for all staff providing direct patient care, and police. Additionally, current ACLS is required for patient care staff that work in specified or high-risk areas (SICU/ICU/CCU/MICU/PACU/ED/and all procedure suites using moderate sedation, etc.). If you are selected for a position which requires BLS/ACLS certification, you will be required to have proof of certification prior to being boarded for appointment with VA. If selected, obtain such certification to avoid any delays in the hiring process. Physical Requirements: Physical Demands: The population of male and female Veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. The VA Medical Center is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with admissions for medical morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The RN may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The RN may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The RN must be a capable of working effectively in stressful situations and able to shift priorities based on patient needs. ["The Assistant Nurse Manager/CBOC Manager functions within a nursing process framework for problem-solving and care facilitation: assessment, planning, implementation, and evaluation. Job duties are focused on leading CBOC nursing staff in maintaining optimum mental and physical health along with disease prevention. This RN is expected to perform data collection and analysis for the purpose of improving care to patient groups, maximizing utilization of resources, and enhancing the Primary Care CBOC program. The incumbent will be responsible for the following: Providing technical and administrative supervision to a unit of CBOC nursing staff including Registered Nurses, Licensed Practical Nurses, and Health Technicians. Providing clinical guidance and interpretation in all aspects of health administration including but not limited to: Eligibility, Means Testing, Patient Enrollment, Beneficiary Travel, Release of Information, Tricare, Extended Care Programs, Special Programs(Agent Orange, POW, OEF/OIF), Medical Care Cost Recovery, and scheduling functions. Supervising the scheduling of outpatient clinic appointments using the Cerner Scheduling System (CSS) options. Ensuring that all outpatient clinic appointments and consultations are scheduled according to the business rules outlined in VHA directives and policies. This includes scheduling of clinic visits, consultations, and entries into the Electronic Wait List. The incumbent is responsible for reception activity at the CBOC and ensures that registration is accomplished using the Register Once policies. Reviews the enrollment process making sure that applications for care and means tests are processed timely and accurately and that all eligible applicants receive a Veteran Identification Card. Monitors pre-registration functions to help the facility maintain accurate data for both patient correspondence and Medical Care Cost Recovery activities. Provides direct supervision of the Medical Administrative Assistants (GS 5/6) at the CBOCs. Hires, trains and orients Medical Administrative Assistants. Reviews work and meets with individual employees to discuss work progress and prepares the formal appraisals of these employees. Develops functional statements, performance plans and competencies for the MSAs. Coordinates with other departments such as MCCR and HIMS to provide training in areas relating to release of information, scanning, medical records, and insurance verification. Manages release of information and My Healthy Vet service for the CBOCs. Responsible for the management of the medical and administrative files of the outpatient clinic. Ensures medical files meet requirement set by accrediting agencies such as the Joint Commission. Performs monthly scanning audits per VHA guidelines. Responsible for accurate posting of time for all CBOC staff, approves requests for leave, receives call ins and ensures proper staffing levels to maintain daily workload. May occasionally be called upon to assist with coverage during emergent staffing situations. Serves as liaison to the VAACC Outreach Program. Participates in Outreach events in the CBOC community to inform Veterans of the benefits available to them. Initiates and plans new opportunities for Outreach events in the CBOC community. Serves on the Outreach planning committee and reports on Outreach plans to include stats for past Outreach events. Contract Management - Serves as the COTR (Contracting Officer's Technical Representative) for all the contracts for the CBOC. This duty includes monitoring performance of Contractor, reviewing and approving reports, proposals and staffing submission related to the contract(s), meeting with contractors to resolve issues of concern, reviewing contactor's vehicles, training records, and facilities for compliance, reporting contract discrepancies to the Contracting Officer Initiates actions dealing with any disaster situation in accordance with the facility disaster plan. Secures resources or services needed to manage the CBOC. Processes administrative issues surrounding facility and/or community disasters. Assumes control of communication and notifications in the event of local and civil disasters in accordance with local facility disaster plan. The RN Assistant Nurse Manager reports to the CBOC Nurse , Primary Care. It is the CBOC Nurse Manager, or designee, who has direct control over work assignments and leave approval. The RN ANM is expected to work independently within his/her scope of practice, according to policies, training, and accepted VA practice.
