The Syracuse VAMC is seeking a Nurse Practitioner to provide primary care to veterans at our Rome, NY Clinic Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Light lifting (under 15 lbs), light carrying (under 15 lbs), use of fingers, far vision correctable in one eye to 20/20 and 20/40 in the other, hearing (aid permitted), emotional stability, mental stability. ["VA offers a comprehensive total rewards package: VA Nurse Total Rewards Duties of the Nurse Practitioner: Primary care Nurse Practitioners will be responsible for delivery of primary care to patients enrolled at the Syracuse VA Medical Center (Rome Clinic). The provider will manage scheduled and unscheduled patients in the outpatient clinic setting. Nurse Practitioners will be primarily located at the Rome, NY Community Based Outpatient Clinic five days a week. Primary providers in the outpatient setting are typically assigned a panel of patients to manage. Panel size at this time is determined by utilizing VHA PCMM software. Alternative or collateral duties may include management of a subsection of primary care patients, the subsection may be defined either by a disease status (e.g. agent orange patients), or demographic status (women veterans, OIF/OEF veterans, etc). Typically these duties are designated at the time of joining but occasionally during the course of employment, participation in special projects pertinent to assigned section may be necessary as the projects become available through strategic or other initiatives. Most providers will need to act as surrogates for the patient's of their colleagues, when one or more of their colleagues are on leave. Typical work hours are Monday to Friday 7:30 AM - 4:00 PM. Alternative work hours, if desired, should be agreed upon at the time of joining. Each full time provider is required to work a minimum of 80 hrs per pay period (every two weeks) unless on leave status. All Nurse Practitioners need to follow departmental and VHA policies for leave and attendance and will work within Title 38 appointment guidelines. Leaves should be requested in as much advance as possible to minimize patient cancellations. All unscheduled absences must be properly communicated, and patients should be rescheduled within time frame as specified in department's policies. Timely documentation is necessary in all areas in accordance with departmental policy. All administrative work should be completed in a timely fashion. Clinical reminders should be addressed as medically appropriate. Quality of care should be able to meet professional standards at all times. All Nurse Practitioners will work within their privileges at all times, unless necessitated by an emergency. CORE PROFESSIONAL COMPETENCIES (NON CLINICAL) Interpersonal Effectiveness: Sustain collaborative working relationships with other staff, assist in resolving conflicts, and contribute to the accomplishment of VISN and Medical Center strategic goals and performance measures. Evidenced by: Visibly present at assigned committee meetings and positively contributes to these committees. Visibly works to efficiently use resources as evidenced through the application of advance clinic access principles, call schedules, etc within their practice. Maintain open dialogue with the service line leadership regarding concerns/issues which need to be addressed.. General: All Medical Staff are expected to comply with CPRS Computer Security and Privacy Act Statements. All Nurse Practitioners must complete all annual required training as determined by VHA or Medical Center Policy. All providers are to adhere to OPM (Office of Personnel Management), VHA, Medical Staff By-Laws, and VHA/Medical Center policies and regulations.
