Basic Qualification Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Please provide a written narrative describing your qualifications as listed below: Minimum 3 or more years of demonstrated successful Chief Nurse or program management experience (i.e. Director of Nursing, Chief Nurse, Regional or National level clinical program executive, etc). Experience with nursing staffing models and budgetary planning and execution. Knowledge and experience with regulatory agencies (i.e. Joint Commission, CARF, OIG, Long Term Care Institute, CMS, etc). Demonstrated success with employee engagement and retention. Demonstrated success with utilization of evidence-based improvements in patient care outcomes and quality of care. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Physical Requirements: You must be able to perform work that requires regular and recurrent bending, lifting 30 pounds or more, stooping, climbing, twisting and/or bending, standing and/or walking almost constantly during the course of the day, reaching above the shoulder, stretching, and similar activities supporting various weights; walking and standing for 8 hours; frequent pushing medication carts, wheelchairs, litters, beds; use of fingers, both hands and both legs; emotional stability (you must be able to care for Veterans with various medical and psychiatric illnesses who at times may exhibit unpredictable behavior and may have the potential to be physically or verbally assaultive); near vision correctable at 13" to 16" / far vision correctable in one eye to 20/50 and to 20/100 in the other / both eyes required with ability to distinguish basic colors; hearing aid permitted in order to sufficiently hear various alarms and respond immediately. Chief Nurse Acute Care: Provides leadership and direct supervision to the Nurse Managers responsible for covering the following units at the Nashville campus: 2 North (Medical/Cardiac), 3 North (Medical/Chemo), Medical Intensive Care Unit (MICU), Bone Marrow Transplant Unit (BMTU), and Emergency Department. Assesses, plans, and evaluates the processes and daily operations of the units. Designs and implements interdisciplinary programs within the service and medical center in collaboration with medical and surgical services and facility goals and priorities. Assesses and recommends the allocation of human and material resources; determines staffing levels using NHPPD and indicated staffing models; manages overtime and service budget accordingly. Reviews performance measures, nursing-sensitive quality indicators, and other data for trends and early intervention; formulates follow-up plans with Nurse Executive Team, Nurse Managers, involved services, and the medical center to ensure improvement and sustainability. Prepares a survey-ready state of units and service to ensure compliance with guidelines and accreditation as governed by regulatory agencies such as The Joint Commission, CARF, OIG, CMS, etc. Reports directly to the Associate Director for Patient Care Services and covers in his/her absence as designated. Work Schedule: Based on the needs of the Service, and requires travel to both TVHS Nashville and Murfreesboro campuses.
