This position is located within Occupational Health Employee, Nursing Service at Phoenix VA Healthcare System (PVAHCS) in Phoenix, AZ. PVAHCS is a Level 1a major interdisciplinary teaching facility with functional service lines serving medical, surgical, mental health, and long-term care inpatients and outpatients with an Emergency Department and multiple community-based outpatient clinics (CBOC). Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. ["VA offers a comprehensive total rewards package: VA Nurse Total Rewards The Occupational Health RN Program Manager is responsible for assisting with oversight, administration, growth and development of the Phoenix VA Healthcare System Occupational Health programs including Tuberculosis Screening, Bloodborne Pathogens, Respiratory Protection, Immunizations/Vaccinations, and pre-placement, deployment, and annual surveillance exams, and other Employee Health programs. This position contributes to facility efforts by keeping employees healthy and productive, and by meeting regulatory and accreditation requirements, protecting the workforce and reducing liability and associated costs by minimizing risk for occupational illness or injury. Primary Responsibilities: Reviewing and managing employee occupational health records to ensure compliance with occupational health requirements Providing education to employees regarding prevention of injuries and communicable disease Working with Facility Leadership and Human Resources to enforce work restrictions and return to-work protocol while maintaining confidentiality Coordinating with local public health to meet state reporting requirements and public health laws Managing immunization, vaccination and health screening requirements for health care personnel Maintaining confidential employee health records that are separate from the VA EMR system. Managing the development of new Occupational Health policies, procedures and training curriculum. Manages and executes the Bloodborne Pathogen Exposure Program, insuring rapid evaluation and treatment of exposed employees. Responsible for implementing all procedures that are applicable to the 0cc. Health Dept in connection with Covid-19 as per federal guidelines. Responsible for staying current with national or regional guidance to implement the most current best practices and/or evidence-based guidelines, policies, and procedures, to protect the safety and health of employees and other clients. Instructing personnel on the appropriate use of personal protective equipment (PPE). Tracking data: Daily checks of inventories to promptly inform the appropriate procurement personnel of any shortages in supplies, i.e. Covid-19 vaccine administration Creating and maintaining line lists of detailed information regarding diagnosis, demographics, Covid-19 symptoms, onset dates, clinical course, underlying medical conditions, and other risk factors for employees who have been confirmed positive for Covid-19 and who are on site or off work, those who are off work pending testing results, and those off work due to high risk exposures. Includes evaluation, in conjunction with employee's supervisors, of appropriateness for telework. Data cleaning of current tracking log to ensure data is accurate and up to date. Daily tracking of staff shortages and participating in case management and follow up of employees who are out of work to ensure their prompt and safe return to work. Tracking confirmed employee/patient receipt of test results and/or diagnosis of Covid-19. Oversight of vaccine administration data. Entering data Completing timely daily report to convey data to department Chief and facility leadership. Creation and maintenance of critical infrastructure response planning in conjunction with facility leadership. Planning for testing in high-density workplaces. Investigating and responding to work-related Covid-19 cases and other communicable diseases, applying epidemiological principles to identify sources of outbreak. Develop guidance for actions to slow the spread of disease and lessen its impact amongst employees. Case investigation and Contact Tracing. Notification to area supervisors of high-risk exposures and completing interviews to assess symptoms history and other relevant health information, provide instructions for self quarantine. Working closely with Occupational Safety to address respirator needs/shortages. Reaching out to those with laboratory-confirmed, probable, and suspected diagnosis of Covid-10 and providing health education and guidance in order to interrupt ongoing disease transmission. Communication and instruction for isolation or quarantine procedures.
